The residents of the Borough are represented by a seven (7) member Borough Council and the Mayor. The Borough Council meets regularly on the fourth Thursday of each month at 6:00 p.m. in the Public Works/Emergency Operation Center located at 321 S. Thomas Ave. Due to conflicts with holidays, it is sometimes necessary to reschedule a monthly meeting.
Borough Council President
Henry Farley is the currently Borough Council President and has served on the Borough Council since 1998.
Borough Council Committees
The four Council Committees: Administration, Code Enforcement, Public Safety, and Public Works, meet regularly during the month prior to the monthly Borough Council meeting to discuss issues relating to their specific Committee. Issues discussed at one Committee meeting could carry-over to another Committee however, and when that happens, the Committees work together to make a final recommendation to the full Borough Council.

Council members are Elected Officials
Council President: Henry Farley
Henry G. Farley, Sayre Borough Council President is currently in his sixteenth year as a member the Borough Council. Mr. Farley retired in 2013 from the Robert Packer Hospital after 36 years of service and has been an active member of the community.
Mr. Farley is currently serving on the following boards Sayre Public Library, The Salvation Army, Bradford County United Way, and the Bradford County Historical Society. Mr. Farley also serves as archivist for Guthrie Health.
He is a member of the Sayre Elks, Moose International and the Sons of Italy. Henry is also an active member of Epiphany parish. A Bradford County native Henry has lived in Sayre for the past 32 years.
Council Vice-President: Gene Cerutti
Born and raised in Western PA, Mr. Cerutti taught in the Pittsburgh area until 1966. In 1966 Mr. Cerutti came to the valley to teach for the Athens Area School District. During his tenure with the district, he was an Assistant Principal, Athletic Director, Attendance Director and Principal at Harlan Rowe Middle School. He retired in 1997.
He is a graduate of the Pennsylvania State University with a Bachelors degree in Secondary Education and a Masters Degree in Educational Administration. Additional graduate work was done at the University of Missouri and Elmira College.
Mr. Cerutti belongs to St. John Lutheran Church and is on the church council as well as being involved with UNICO, ACS, and the Guthrie Hospice Golf Tournament. Mr. Cerutti also volunteers at the Guthrie Clinic in the Orthopedic Department.
Presently he is in his 8th year on Sayre Borough Council and has been Vice President of the Council since 2010.
Councilperson: Robert Flick
Born on July 2, 1954 in Sayre, Pa. to Charles and Orpha (Sherman) Flick, Bob was raised in Sayre and graduated from Sayre High School in 1972. Councilman Flick graduated from Williamsport Area Community College in 1975 with a degree in Building Construction. Bob is retired from Aqua Pennsylvania Water Company, retiring in July of 2014 after 38 years of service.
Bob has been married to Jayne (Cummings) Flick since 1981. They have 2 children, Brian and Ashley. He also has a grandson, Blake Dolinich, son of daughter Ashley and her husband Jon.
Over the years, Bob has coached Little League Baseball, (also on the board of directors) ,Small Fry Football and Wrestling. Mr. Flick still works with Sayre Sports, keeping score and the clock for High School Football, Volleyball and Wrestling.
Bob was appointed to Sayre Council in Oct. of 2010 and began serving his third 4 year term as a Councilperson in 2016.
Councilperson: James (Jim) Daly
Jim rejoined the Council when they selected him to serve the remaining term of resigning Councilman Bill Hickey. Jim previously served on the council from November 1997 through 2012. He began serving a new four year term in January 2014.
The Council also appointed Jim to serve as the Borough's Emergency Management Coordinator in 2008, a position he continues to serve today. He succeeded Joe Sargent who served at the Borough EMC 1972-2008.
Jim is the great-grandson of James M. Daly (1850-1927) who was picked by Asa Packer to lead the Packer Band. Jim served in the United States Air Force, enlisting in 1969 at age 17 (with his parents' proud permission). He retired as a Signals Intelligence Superintendent, at the rank of Senior Master Sergeant, in June 1992 where upon he returned to the Borough.
Jim also serves on the Board of Directors of The Enterprise Center, Sayre's business incubator located in the former Blue Swan building on South Elmer Avenue. He is a founding member of Carantouan Greenway and continues to serve on their Board of Directors.
Jim is an avid biker and can be see riding in the general area from Spring through Autumn. He is also an amateur astronomer and proud owner of two miniature dachshunds and three rescued cats.
Councilperson: Timothy Shaw
Councilperson: Irene Hanas Slocum
Irene Hanas Slocum was born in Sayre in 1955 to Rose and Peter Hanas. She graduated from Sayre High School in 1972 and Robert Packer Hospital School of Surgical Technology in 1975. In 1983, Irene married her husband, David Slocum. After 25 years of residing outside of the Borough, Mrs. Slocum returned to Sayre Borough in 2012 purchasing a home at 109 Garden Street, next door to her childhood home, with her husband David. After 33 years of service to St. Joseph's Arnot Health, Mrs. Slocum retired in 2014 as a Central Service Supervisor. She is active in the Ascension of Our Lord Ukrainian Catholic Church where she has maintained active membership since 1955. Mrs. Slocum is also an active volunteer for Meals on Wheels through the Valley Senior Center, Chairman of the Valley Relief Council and Secretary of the VFW Auxiliary.
Councilperson: Gene Osmun
Mr. Osmun, for the past 8+ years has been and is currently Director of Veterans Affairs of Bradford County.
Over a period of 20 years, Mr. Osmun has served as Borough and Township manager.
Mr. Osmun is a graduate of Sayre High School, Lock Haven University and St. Francis University.
Gene is involved in various community and veterans activities. His interests are community improvement in operations and appearance, protecting the tax base, and helping citizens deal with rising costs.
Mr. Osmun began serving on the Borough Council in 2010.
Mayor: Denny Thomas
Mayor Thomas has been a lifelong resident of Sayre Borough and resides in Sayre with his wife of 40 years, Lura Husick Thomas. They have a daughter Dr. Kelly Ann Thomas who resides in Bloomington, Indiana.
As a graduate of Sayre High School, Denny is also a graduate from Hudson Valley Community College and The Simmons School of Mortuary Science in Syracuse, NY. He is currently employed as the Athletic Director for the Athens Area School District and is the owner of Thomas Cremation and Funeral Service located in Sayre.
Mayor Thomas is a Trustee of Guthrie Healthcare Systems and the Greater Valley EMS. He serves as a board member of the UDAG Loan Committee and is a member of the Healthcare Facilities Authority of Sayre.
Denny served for twelve years as a Borough Councilman and has been the Mayor of Sayre since 2005.
